Chattanooga is ridge-and-valley country: Lookout Mountain, Signal Mountain and Missionary Ridge, with limestone and shale close to the surface across much of it. Soil depth changes sharply over short distances.
Rock depth is the single biggest variable in a Chattanooga estimate. A pool or a footing that assumed soil and found limestone is a different project, which is why the ground gets checked before a number goes on paper rather than after. The payoff is that walls and terraces built on this ground do not move.
